City will guarantee $50M redevelopment loan as H.O.M.E negotiations continue

(Inquirer) The City of Philadelphia is guaranteeing a $50 million loan that a coalition of building trades unions will provide to the Philadelphia Housing Authority, city officials announced Tuesday. The funds will help finance the redevelopment of the Brith Sholom House, a dilapidated senior apartment complex in West Philadelphia.

Mayor Cherelle Parker touted the plan as part of her H.O.M.E. initiative, the negotiations for which are still underway. Council in December gave initial approval to changes to legislation related to Parker’s housing initiative. Parker wanted a higher income-eligibility threshold so middle-class residents could access the programs; Council’s version aims to prioritize poorer Philadelphians.

Council could take a final vote on the related legislation as early as Thursday.

Mayor Cherelle Parker said she believes that access to economic opportunities starts with having a place to live. In March 2025, her administration announced a plan called Housing Opportunities Made Easy, or H.O.M.E. as a way to address the city's housing crisis. The $2 billion initiative sets out to create and preserve 30,000 housing units over four years, with part of the proposed funding sourced by $800 million in city-issued bonds.

The H.O.M.E. initiative builds on 34 existing city programs for owners and renters, according to the administration's data tracking website. But it also proposes 21 new programs, including the following:

  • One Philly Mortgage program
  • Landbank Acquisition Fund
  • Façade Improvement Program
