City Council took a rare stand against Mayor Parker by allotting more housing funds to the poorest Philadelphians

(Inquirer) Philadelphia City Council on Tuesday amended the initial budget for Mayor Cherelle L. Parker’s signature housing initiative to direct more money to programs that will help the lowest-income Philadelphians, a move that sparked one of the most notable confrontations between Parker and city lawmakers since she took office almost two years ago.

The amendment, which followed a weekslong standoff between the executive and legislative branches, represents a rare act of defiance for a Council that has otherwise been largely compliant with Parker’s agenda, and it appeared at first to be a major win for Philly progressives.

Housing Opportunities Made Easy (H.O.M.E program)

Mayor Cherelle Parker said she believes that access to economic opportunities starts with having a place to live. In March 2025, her administration announced a plan called Housing Opportunities Made Easy, or H.O.M.E. as a way to address the city's housing crisis. The $2 billion initiative sets out to create and preserve 30,000 housing units over four years, with part of the proposed funding sourced by $800 million in city-issued bonds. 

The H.O.M.E. initiative builds on 34 existing city programs for owners and renters, according to the administration's data tracking website. But it also proposes 21 new programs, including the following:

  • One Philly Mortgage program
  • Landbank Acquisition Fund
  • Façade Improvement Program
