Parker stands by ambitious housing plan before hearing on its first-year budget

(Philadelphia Tribune) Mayor Cherelle Parker told The Philadelphia Tribune on Tuesday that she has seen the city's historically high percentages of homeownership, particularly among Black residents, dropping over the years.

Parker shared this insight one day before City Council opens hearings on the inaugural budget for her ambitious housing initiative called the Housing Opportunities Made Easy Program, also called H.O.M.E. A $194.6 million budget for the first year of the program was submitted to Council on Oct. 30, and it must pass Council before the city issues its first $400 million tranche of bonds to fund it.

Housing Opportunities Made Easy (H.O.M.E program)

Mayor Cherelle Parker said she believes that access to economic opportunities starts with having a place to live. In March 2025, her administration announced a plan called Housing Opportunities Made Easy, or H.O.M.E. as a way to address the city's housing crisis. The $2 billion initiative sets out to create and preserve 30,000 housing units over four years, with part of the proposed funding sourced by $800 million in city-issued bonds. 

The H.O.M.E. initiative builds on 34 existing city programs for owners and renters, according to the administration's data tracking website. But it also proposes 21 new programs, including the following:

  • One Philly Mortgage program
  • Landbank Acquisition Fund
  • Façade Improvement Program
